Ballet shoes, as the soft slippers, was invented around the 1700's as a casual slipper to wear everyday. The form of ballet slipper we see today was first made in the 1800's, when comfortable clothingwas the vogue. Empress Joshphine was said to owned three hundred pairs. The hard-toed pointe shoe was invented by Marie Taglioni, she was also the first dancer to dance on her toes.

Marie Taglioni was the first dancer to dance on pointe, but she didn't invent the hard-toed shoes. Her shoes only had stitching, and she was only able to stay on her toes for brief periods.
The hard shoe we know today, developed gradually from that time as techniques got better and better. Even early this century, shoes were much softer than the ones today. Some people say the modern shoe, which tends to have a big box to accommodate lots of padding, is a bad thing because the dancer can't "feel" the floor any more.
