ballet flats are more contour to your foot, hence fitting kinda like a pair of ballet shoes.
flats are for the the most part simliar. i think its the fit of the shoe that makes them any different from each other.

There really is no differance because they both are the same thing but some people prefer to call them different things, like i call them ballet flats, hope that answers your question
